Gas and electricity standing charge

Hi can anyone confirm this is ok - my monthly bills fluctuate, even though I was only in the property one week in Feb this year. Is this the norm? Will it balance out when I get a proper bill? I started paying approx 13â‚¬ now paying approx 26â‚¬. Thx
