you should have a licence, just that they have to catch you

the principle behind the snooper vans (and the handheld gizmo's they use) is to pickup the radiation of the television which was quite enormous on the old CRT's but not sure how much there is with plasma or with led monitors. (But many security people will say they can see what is on your office pc screen from a car across the street)

the big thing they have in their licencing arsenal is the assumption that every house (in the UK) will require to have a licence because every house has at least one television. That's why you hear of people with no television at all being prosecuted.

incidentally, the licence fee is collected by Capita on behalf of the BBC.
