The above is the official line. But it should also be pointed out that some Autonomous regions have said they will treat everyone irresspective. Others have said they won't. In the Canaries for instance, they will not deny treatment to anyone that is already receiving it. So it varys from place to place.

Non-Europeans are treated in a completely different light.
As a side issue, non-Europeans now have to produce BOTH resident photo ID and a vaild Passport in govenment offices. (Europeans should hope that they never reintroduce the photo IDs as you will also be required to carry it along with your passport!!!!).
Even if you are a UK pensioner registered for tax in Spain with S1 from DWP Newcastle?

Because paying for private cover can be cheaper? The monthly premiums for my OH and I (aged 62 and 56) are currently €102 per month. No co-payments involved and no exclusions for life-threatening conditions - just the usual qualifying periods before they will pay out for treatment, and a limitation on the number of days you can be treated in intensive care.

In my experience as the number of intensive care beds in any hospital is very low indeed, they will not keep someone in one for more than a few days, but in the majority of cases will move you to a High Dependency Unit. If I were so badly injured or might end up in a persistent vegetative state or with locked in syndrome, I would much rather they did turn the machines off, thank you! And my nearest and dearest know that.

that's a separate issue - with the S1 the UK effectively pays for your healthcare here

Yes as it is an integral part of EU law.

I quote from the EU site:-

The S1 form allows you to register for healthcare if you live in an EU country, Iceland, Liechtenstein, Norway or Switzerland but you are insured in a different one of these countries. This is typically the case of pensioners retiring abroad.

Unfortunately Brits under pension age but resident in Spain are no longer insured by their home country. Where do we stand?
Presumably we still have to fund our own health care?

If you have paid your NI up to the point of leaving UK I believe you will still get an S1 which lasts for 2 years if by then you are not of UK pensionable you will have be in work or go private.
