I don't know why the EES hasn't already been implemented. The UK version is now up and running as my daughters Australian Husband has just done this for their trip back to the UK in April.
She asked me if the EU one was needed as they couldn't find any information anywhere about it.

Setting aside above link to unofficial website, delay is due to 3 large EU state not being ready.
UK version is completely different system, but use same idea.
It is not fair to try to compare deployment of one country to Schengen union of 25 states. Do you have any idea how challenging is to get 25 different states to integrate in to one single border system???

Does the official website give the reason for the delays (3 states not being ready ) or is that from another source ? Genuine question as I don’t have time to read every corner of the official site.

Its the ETIAS system that has been delaying the rolling out of the system
The UK EES is the same one the EU are putting as most of the work was completed on this before the UK left the EU.
It is and has been ready to roll for ages.
Its just the EU wanted to bring it all on line at once. Not a good idea ever.

ALL and I mean ALL of the delays have been due to the systems not being compatible. EVEN the official website mentioned this a couple of years ago.

The last delay was due to France whinging about loosing tourists coming over for the olympics.
Come on if security were that important the rest of the EU would have told them no we need to get on with it.

Recall that EES was originally slated to come into force in 2022.

Don't know who the 3 countries are but you can safely bet that France will be one of them, they are congenitally late for everything!

Sorry but your info is all wrong.
ETIAS fully depends on EES, so untill EES is fully working and deployed, ETIAS cant be activated.
EES was never ready "for ages". Many states only got biometrics terminals deployed last year.
Security is important, but you cant just force it down the throat of state that is behing.

Also, you link is not from official website. Just because it has word ETIAS, doesnt make it legit. Its just click-bait anonymous site, own by who knows who, with mail address in Arizona.

I looked at the official site, and was surprised that EU residency is NOT enough for EES not to be applicable to you. There are additional requirements.

I say residency, as both residency cards and residency permits are mentioned, but there is no description of how they differ.

My understanding is being resident and in possession of valid TIE will exempt one from EES. Old green residency card? As it's not in force yet I will see what requirements are when it is operational.

If you have one or the other then EES doesn’t apply …. Does the difference matter ?

If you have Spanish residency then none of this really matters. I mean it's good that they're implementing a system of registering everyone coming in and out as the EU should know exactly what's going on with the movement of people.

Why complicate simple things.
EES is only for short term visitors (<90). That's it!
