Covid level restrictions
I've got two cousins, one living in Germany, one in Jaen province.
Around Easter the one in Spain is booked to go into hospital for a fairly serious operation - he is single, no kids and lives alone.
The other cousin wants to be with him, or at least close by, at that time. We know there are numerous complications because of covid in making this work and we have answers to some, maybe, but -
His intention would be to fly to Madrid, rent a car and drive down - how 'closed' is Andalucia and currently the area he wants to be in is classed as "Level 4, Grade 1" - where can I find the exact info as to what that means practically and would he be allowed theoretically into Jaen province?
We can see reams of info on different websites, official, Spanish or otherwise but, for example, I can easily find what Level a certain place is, but info on curfew, travel restrictions in that area, how many if any people can be together etc etc because of that Level, I seem to can't put my finger on.
Any pointers bearing in mind I appreciate things/Levels and so on might change, but imagine if we are talking about today.
Are the restrictions for each Level spelled out anywhere? I'm sure they must be but I must have missed them amongst all the other stuff.

This is the official website for Andalucia where you can search for Covid restrictions by location: https://www.mapacovid.es/ (Spanish only). It tells you the current level and exactly what restrictions are in force.
