Please, can anyone tell me how and where I can change our Temporary TIE Cards to Permanent TIE after 5 years of Residency in Spain? Where do we do this and what documentation do we require? Thanks

TIE's only came into being in June 2020 therefore the earliest any can be expiring in June 2025. Anecdotally most regional authorities seem to be declining applications for early renewals as they have their hands full with new applications.

If you have completed 5 years legal residence then regardless of the expiry date of a temporary TIE you are already a permanent resident and having a new card saying that is of no practical use so just wait until about 3 months before it's actually due.

That is completely incorrect. There is no such thing as automatic upgrade to permanent status under WA.
EU has offered that option to new labor gov, but offer was politely declined.

Thank you all responders. You have pointed me to very helpful resources. I have a very specific / special reason for wishing to ‘upgrade’ our Temporary Residency to Permanent Residency with a new TIE card now and so I am going to try to do it before the Temporary Card expires. We have been ’Resident’ since January 2018 and have our original ‘green card’ showing this.
My husband has Parkinson’s Disease and we still travel to UK on holiday. It is possible that we might get ‘stuck’ in the UK and be unable to travel back for some time. I believe that having the ‘Permanent Residency’ card will make it much easier to return to Spain eventually. Also, if stuck at the time when our cards expire (2026) would create unnecessary complications.

Any idea why it was declined?

When the TIE first came in we both had the flimsy Green residency cards (since 2014) so we were both helped out by a local company called "Round Town Travel" who sorted all the paperwork for both TIE's, they took us both to Alicante for our Fingerprints to be taken, then took us both to Alicante again two weeks later to pick up our TIE cards. All so simple, no hassle, for 80 euros each.

UK decision is no surprise, given huge mess with immigration service and daily 100's of illegal immigrants coming over in boats, since UK left EU.
UK gov is afraid of being seen weak on any immigrant issues.

Just by-the-by, TIE's have always been around.

Yes, but existing UK residents in Spain before Brexit have a TIE card with the magic words "Withdrawal Agreement" on it which gives some significant advantages over the TIEs currently being issued to new applicants. One of the few positive aspects of Boris's negotiations.

Under Spanish law after 5 years of legal residence normally you automatically acquire permanent resident status.

One of the major advantages is that under the withdrawal agreement, once you attain your permanent status, you can stay away from the EU country that issued your residency (such as Spain) for up to 5 years without losing your residency. Those who have obtained TIE after Brexit transition period (from 1st January 2021) will lose their permanent status after 2 years.

Another bold statement. Can you back it up with real facts? Can you give us link to ES law saying that? Dont think so.
It has everything to do with brexit, WA or UK gov. BTW, UK gov agreed WA and can amend it with EU approval.
WA agreement is regulated by EU law, not by national ES law. You should learn difference between ES national law and WA EU law.

And yes, ES has national law on perm residence after 5y, but it is NOT automatic! Only thing automatic, is right to apply for.
As a matter of facts, perm residence in ES govern by 3 different laws:
- EU directive, for EU nationals
-WA (EU Law), for UK beneficiaries
-ES national law, for everyone else
