That is a seriously misleading article. CGT has never been payable where there is no increase in the value of the property. What they are referring to in the "Plus Valia" tax, which is entirely different and is levied on the land not the building.
I find it appalling that websites like this can promulgate such erroneous information which will confuse rather than clarify.
