The two big ones are Norauto - Neumáticos baratos, baterías, autoradios, portabicicletas: Norauto , which is the most like Halfords and the French based company FauVert - Feu Vert - Red de talleres para neum�ticos, revisi�n, mantenimiento y accesorios del coche
They will be the most familiar to you and stock a wide range of car DIY materials along with parts and service items. If there are none near you then most ferreterias (hardware shops) should stock basic items like primer and there will be the odd independent auto store as well.

As an aside, IMHO there seem to be more smaller independent retailers in Spain which I prefer.

You can count out the Feu Vert. I have looked in two, one at Elche and one next to the Carrefour at Torrevieja. They have a rack of car paint but only the top coat-no primers. I guess the spanish only spray over the bare metal without prepping the surface
As it happens I picked up two cans of red oxide which I needed from Leroy Merlin at Murcia. Typically it was on a rack with specialist cycle paints- the glow in the dark stuff!
