You can move plants within the EU without any problems unless they are a prohibited type.

Do they do Bonsai marijuana trees?

A bit off topic but... I was watching a documentary on a Spanish tv channel the other night about how the Spanish and Portuguese police work together at the border.
The Spanish police stopped a Portuguese truck, and after inspecting his load, the driver was refused entry into Spain. Simply because the wooden pallets used to tranport his cargo were not stamped to show they had been tested for pests.
The police then proceeded to drill into a few pallets, collect the sawdust and take it away for analysis. This cost the truck driver two days spent waiting at the border for the results to come back, before he was allowed to continue into Spain.
