Default Building regulations.

Does anyone here have infomation about building regulations in spain when something is built that affects other people?
I know I havent given enough information here, but if anyone is up to date with rules and regs could i speak to them off the forum as I have a few issues and i dont know how to deal with it!
Thanks in advance.
