It might be argued that those persons in the holiday let are not residents, a resident is defined as, que reside o vive de forma habitual en un lugar, however once they decide that Spain is to be their home, habitually, then they would have to register within 90 days.
This is a grey area that doubt, would need the opinion of a learned abogado.
Those would be lawyers on forums will argue differently, " 91 days even if you live in a field in a tent, you are resident," I have seen quoted.
On the other hand I know of people that are here for three or four weeks who are registered as residents, why? big discount on inter island flights and ferries.

How easy is it to get Spanish residency, as a British citizen and what's the difference between that and Spanish Citizenship, more crucially what are likely to be the implications of each when it comes to Brexit ???

I would think that is the most likely scenario probably fellow expat neighbours as the Spanish ones probably haven't a clue as to the residency rules or are not bothered.
