Hola
The procedure has changed since the article was written. These days the date you came to Spain is taken from the Volante de empadronamiento (the Padron).
So the Consular certificate is redundant.
You will need your passport, the membership of the EU paper, the Padron which will prove you are you.
If you have a Certificate of conformity from the car´s manufacturer then it makes the ITV test easier. If not you need a Ficha technical reducida from a Spanish Engineer before the ITV test

Hola
I´ve made the changes as to what the procedure is now - there may be regional variations - but below is the basic necessities.
Davexf
1) Car preparation.
Change to “left hand drive” style lights, absolute necessity for a Spanish vehicle
Plus Check Tow Bar for homologation number, Check window coverings (stick on shading), tyres must be European, also points to watch - Roof rack, Sun roof, bull bars, gas heater / cooker in motorhomes.
2) Census Office for Volante de Empadronamiento
Escritura plus NIE Original and photocopy plus Passport and photocopy
3) Ficha Technical from Spanish Engineer
1st appointment NIE, need logbook, car handbook very useful for dimensions.
2nd appointment (two days later), need 90 euros only
Or Manufacturers Certificate of European conformity
4) ITV (MOT test)
Need Log book, Volante, ficha technical reducida, NIE Original & photocopy (certificate of conformity if available).
5) Hacienda
Need all documentation from ITV, NIE, Volante (all need original and photocopy)
6) Ayuntamiento
Need documentation from ITV, Ficha technical, volante de empadronamiento, NIE.
All require original and photocopy (Price depends on engine size).
7) Trafico
Need Form from Trafico for “Cambio Matricular”, NIE, Volante de empadronamiento, Passport and copy, certified copy of V5 logbook, form 06 and hacienda copy, MOT pass certificate, Green MOT document, pink road tax form, ficha technical original, (all need original & photocopy)

ITV is about 120€
Hacienda is free if under 60 days from date of the first Padron
Ayauntamiento is up to 225€ depends on emmissions / engine size
Trafico is 90€ plus 25€ for plates.

Re: A breakdown of how to re 'register a car in Mallorca
Apparently the legal extortion part hasn't changed much.
Beware that many things "DIY" not conducted by a "professional" can be considered "unacceptable" if they want to get picky about it. You may need a receipt from an auto taller for any work conducted. But it depends the inspector and his mood on any given day.
I remember when we imported the Peugeot, they simply copied the Peugeot technical ficha and charged something like €200 for that. We were told the technical specification document could only be written by a registered engineer, and that was the price. End of discussion.
It's applies to your home as well - When we changed our Endesa contract to a lower (cheaper) potencia, they demanded that we produce a "boletin" - a document which proclaims the integrity of the electrical system - presumably to ensure the house was "safe" to handle the lower potencia we were requesting. So, we went to a local electrician, who did nothing more than stamp a boilerplate "boletin" document (no inspection of the electrical system whatsoever) €300.
Welcome to Mallorca. You get used to it.

Do not do the padron now, it's like the Electoral roll in the UK, and you will need a new one once you get moved to Mallorca
