Breakdown of electricity cost.
This article gives the breakdown on how the increase in cost of electricity is spread to various between the companies and the government.
It seems the government have lent money to the power companies which must be repaid before 2014.
The power companies are forced to purchase Spanish coal, which also forces up the price.
It seems the government made an agreement with the opposition party to freeze the price of electricity. Now the government has gone back on their word.
