It beats me why they don't simply regulate it.
It's always going to be a boom industry just as it always has been.
If they charged all of these clubs a substantial licence fee it would help cover the cost.
Surely it can't be difficult to keep track of those in the business and decide who is legal and who is not, when they are operating so openly, with clubs all along the highways and women gathered near service stations and roundabouts
I often wonder how many freebies and back handers the cops and local authorities get for turning a blind eye ?
Obviously there are restrictions in France and I think Portugal too from the number of clubs I've seen located just on the Spanish side of the border.
The overall annual turnover of the industry must be massive and I'm sure the govt could use a bit of that right now.
They'll never get a total grip on the situation especially the back street operators, but surely the vast majority are within easy reach and in addition to taking a cut the authorities could keep a much closer eye on the trafficking situation.
Somehow I don't think they have the will to do so and probably for fairly obvious reasons are quite happy with the status quo, whilst the occasional times they take positive action are mainly for public consumption.

I often have a joke with my female friends that we should open a 'nightclub' (brothel) but 'for' the ladies.. lots of nice fitties inside for us...
