Hi, just received a leaflet with my Igerdrola electricity bill saying with the next bill there will be a voucher for a free low energy bulb. Have I understood this correctly?

Yes, there was something in the news recently saying that every household will be receiving one free low energy light bulb...

Low energy bulbs are great, you switch the light on and the room actually goes darker!
I have them in my kitchen, sometimes I have to wait 5 minutes before the bulbs provides enough light to see, you will never be able to read using one. They are rubbish.

I have just put twenty ( 20 ) low energy light bulbs in the new lampholders on my new walls. Just think, 20 X 11 watts = 220 watts as against 20 X 60 watts = 1.2 Kws I can aford to have them on during my parties !!!
I also have them indoors where the lights are likely to be "left on" due to usage. Bathrooms and possibly kitchens are the most unsuitable along with bedrooms where you do not normally need lighting for hours.
There are problems though for some less well sighted people - the movement to banish 60w bulbs in the UK has run into trouble
