mikelincs - would you mind explaining your comment "on the padron", as this is new to us?

I think: - "You will need to get this if you intent buying/selling most things (car, house etc.). You will also need it to get health care and to put children into schools"

What it really does is adds you to the count of inhabitants in your community so that the local council get more money to spend from central government.

I think it also allows you to vote.

So do we apply for this at the same time and place as the NIE? Is it the Residencia? Or is that something different?

The Padron is just signing on at the town hall so they can claim an allowence from the government for services for you.
You will also need this certificate as proof of lining in the area for schools, health clinic etc.

The Padron you apply at the local Council Office.
The residencia and NIE number are now issued together usually at the local National Police Station.
