No, that number would be 99.99% unemployed.

I think whitelinen’s figures are wrong, it should only be 99%. Out of the million expats in Spain, that would mean around 10,000 would be legitimately employed. That still sounds a high figure though, it would mean one in a hundred of the people (expats) I know locally being properly and legally employed – I can’t think of any!

I can think of one - and she's a teacher in an international school
... there are a few with legit businesses, but by far the greatest number are retirees & 'cash in hand' workers usually Brit for the Brits or Dutch for the Dutch etc.
Just remembered. There are also the teenagers being paid cash in hand for bar work - doubt if they're old enough to be expected to pay a stamp but hey ho!

I'm sure there's a black market present in all countries. By its very nature it's impossible to quantify though.
Perhaps all western countries are heading to that workless era. Did you know that in the UK there are 8 million people of working age receiving benefits as against a working population of 28 million?

Despite 10 Years of debt fuelled Economic Boom into the End of 2007 the Benefits Class had continued to grow relentless and now totals more than 8 million of those of working age against the working population of 28 million.
