I took a taxi last Tuesday from the Clementi end of Holland Rd/Ulu Pandan Road (10 mins west of the Botanical gardens side of the city centre) to the airport - I was running late and although loads of taxis constantly go past our condo of course there wasn't just when I needed one.
The guard phoned Comfort Cabs for a taxi and one arrived within 5 mins....he got on the AYE at Clementi Road and for a half-hour taxi ride to the airport it cost just S$24 including the S$3.50 booking fee! (I gave him $25 and he was ever so grateful for the $1 'tip'!)
I'd forgotten that when the taxis get to 100kph their little warning bells ring - which they totally ignore!
Beach Road is *much* closer (blimey, are you staying at the Raffles Hotel?) so I reckon your taxi fare will only be about S$15 to S$20 but they do charge extra for certain items of luggage (only about $1 or so).
BTW - if you're flying with Singapore Airlines one great feature is you can now check in with your luggage from 48 hours prior to your flight departure from Changi. I did this twice last week, when I drove my spouse, son and his girlfriend to Changi as they hadn't booked together and wanted to get adjacent seats, so we went to the airport the night before to sort it out and deposit their suitcases (it took 40 mins to sort out as the check-in girl was a newbie).
I also checked in the night before for my own flight as I had 2 large cases to check in and it was nice to get my boarding pass the night before and just ruck up at the airport when I was ready to go straight through to departures with my carry-on backpack - no queue and it took 2 mins. They don't normally let you check in online for certain flights (eg. the US) and the time before I had to wait ages in the long queue at check-in.

Blimey EM that was a ramble similar to many of my own - had you been on the gin?
OP as ex reg says, it's all metered and regulated, just keep an eye on all the little extras they stick on these days as it's rare but occasionally a driver will try it on that way.
Oh and don't be suckered into ordering a "limo" which is a Mercedes - they cost a lot more and take less luggage than a bogstandard cab.
