Where to start? You could try Fremantle, Subiaco or Leederville for starters. This will keep you occupied for months just sampling the restaurants, cafes and theatres on offer. Also, a walk around the Northbridge area (just a few hundred meters north of the city centre - across the railway line) will give you lots of 'cultural' choices as well.
