The "security process" is mandated by the PATRIOT Act. The Act, however, states that all that's required is a "unique identifier" - and his passport will suffice for that. Most people have a SSN, but a SSN isn't the only unique identifier that can be used.

My point here: don't be a doormat. Don't accept on faith that what you're being told is, in fact, the truth.

In California, if you already have a UK license, you'll get a 90 day temporary license after taking the written test which allows you to drive alone (if they give you a driver's permit, ask for the supervisor).

If you have a temporary license, you'll have 90 days to take the road test or get your temporary license extended.

Hi,
I'm in San Diego..
RE: DMV, I went there before I had my SSN, they allowed me to do the written test. Then as soon as I had the SSN, I arranged my driving test for the next day..
Our bank was equally obliging after we explained the situation, used my passport & uk drivers license for id. They asked us to update them with SSN as soon as possible, else we'd need to repeat the request in 6 months.

Thank you that is useful for me as I am waiting for my SSC to come through as at the moment I am driving on my UK licence until it comes.

I was added to my wife's Union Bank a/c with just a UK driving licence as id with no problems.
