Unemployment is 8% or so. When these vacancies are advertised, as they have to be, why are they not filled by Canadians?

The detailed breakdowns are quite interesting. The top 20 occupations for Oct-Dec don't exactly seem like those that most Canadians would be desperately keen to work in.
