For Gioppino. The problem is not the ASL, but the anagrafe. Without proof of health cover of some kind you cannot register and if you aren't registered you can't register with the ASL.

After 5yrs of residency, you are entitled to access health care on the same terms as Italians. :)

Yeap, that's right. Checked on Gov.it for fliss59 and it states clearly, that EU's must provide their own health care if not working or do not have a business. Sicily permits buying into health...

Only a couple of regions allow you to buy into the health system. Sicily, certainly. Le Marche & Abruzzo, I don't know, but I'll have a look to see if there is anything.
