Not requiring a substitute 1099-R has another benefit for those, like you and me, who live in California. If you have a substitute 1099 (or a form 4852), California precludes you from filing...

Did they put that in writing?

California also doesn't tax Social Security benefits (or SS Disability) but their tax code specifically defines these benefits as being "from the United States".

It's a good question. Many links state that a non-qualified plan is one which isn't subject to the ERISA law, which obviously UK State Pension doesn't. For example:

Fortunately, WEP doesn't apply to me.

I think, but am not completely sure, that the proportion of the State Pension that represents a return of after tax contributions divided by your IRS life...
