Yeah, what I meant was that they don't issue extra visas for PR's that have their residency removed. His status as a PR has no affect on the number of visa's available today.

Sure, a PR out of the country isn't doing their "bit", but we are talking about somebody who now has to move here and contribute to the economy for at least two years if they want to remain a PR. ...

So the OP has to:

- Hope that they don't get checked at the border
- Use their COPR to get a SIN
- Not leave for 730 days and apply for a new PR card

People are missing this bit. You don't have to falsely declare anything - just sit tight till you've got the days and then apply to renew your PR card.
