I should have also added that it is too hot to inflate the balloons during the middle of the day so they only operate early morning, late afternoon after 5pm & evenings subject to wind & rain.

There are free shuttle buses to the event. One runs from Tesco in Tanjung Tokong. The first morning was impacted by wind with all the balloons down just after 9am. Not too much happening after that...
