Unclear why you think you would not be able to get a US passport. But child needs one anyway.

US citizens are expected to enter and leave the US on American passports. What is the problem to obtain one?

As a US citizen, child also needs a US passport.

No. All you need to do is stay US resident until you are sworn in. As far as I know they don't care what you may or may not do in terms of residence thereafter.
