I would think that it will be counted as their primary residence and not subject to cap gains. From what the OP has been saying it looks more like it will generate a loss for them anyway.

Unfortunately those products don't seem to be readily available in the UK which is part of the problem. (LTC insurance is easily available in the USA for sure.)
