What you're proposing is called state jumping and usually these threads do not end well on BE.

This visa is a PR visa, so once you get it you are a permanent resident. If you are sponsored by one state, the obligation is to live and work there for 2 years before moving states.

State sponsorship for a 190 is only worth 5 points. It is worth 10 points for 489.

As to your other question, you'd probably be better off speaking to an agent, the 190 is for people who will be...
