Ask your mobile service provider if they support - WIFI calling - Your phone also has to have the feature. Have you asked your mobile provider for a solution?

I don't use skype for phone calls - so sorry I don't know about payments using skype or google. The descriptions of each product should say.

Apps like skype have a phoning facility that could be used and search google make phone call using wifi for other options

The not commercially viable doesn't really count as there have been lots of infrastructure grants available (much of it EU money) but the tech companies have chosen to leave out many small villages....

Shops already need an internet connection because their cash registers are (must be) on-line to the tax office

Our village social worker will do the shopping for those in need of the help and has done this for some time. They will also collect medicines and take someone to a hospital appointment if needed,...
