Once they're independent and have a space program, they'll simply have to put a reflector in orbit, and aim the concentrated light at a fixed point on the ground to make steam.

LOL! Oddly enough, I've been having a hard time not saying if the Scots get independence will they apply paint and raid towns on the border?
