I'm not sure if we are agreeing here. Are people supposed to be grateful for a possible 9 vacation days with less than one year service, building to a possible maximum of 21 after 15 years of work...

Absolutely you have to go there first. The NHS thing is very clear - lots on many threads here. You cannot pay to retain your NHS status. So possibly a misunderstanding or dare I say 'soft soap.'
