Would have thought that can only work by users entering dialing rules (you've got have an account with other providers also). This can be done with Asterisk and Siemens Gigaset boxes as well..

Skype is a proprietary system (peer to peer based), it is a type of VOIP in that it is a system for voice over IP. However it is not SIP which is the generic standard protocol for voip.
