She probably can but if she can wrangle citizenship out of the situation rather than going through spousal immigration then that would be preferable.

My cousin married a Canadian Mennonite who was born in Mexico. He's very vague on the details but his parents were also born in Mexico so I presume he had at least one Canadian-born grandparent....
