He was wrong with the second bit then, because 183 is not France's main criteria for tax residence. You can spend fewer than 183 in France and be resident, that is not at all...

It doesn't 'mean healthcare'; You still need to apply to, and be accepted by, CPAM, if you are to benefit from the 70%-ish reimbursement. Until you're accepted and enrolled with a social security...

No that is the family reunification process for spouse of non French EU citizen.
