Not a law in all towns and cities of New York State. Only in those towns that have adopted that particular law. For instance it is not applicable in my town but is in my daughter's town 20 miles...

This is the NYS law:

It is illegal - and very dangerous - to pass a stopped school bus when the large red lights located on top of the bus are flashing. Flashing lights mean the bus is picking up...

You stop no matter if you are behind the bus or coming towards the bus from the front (opposite side of the road). You stop at their yellow flashing lights, not just at the stop sign that protrudes...

He also needs to read NYS Residency. That is more important. He is not just a driver from another country he has applied for a green card and has taken up residency in the State of New York.

You heard wrong. From the NYS DMV

If you become a resident of NYS, you must get a NYS driver license within 30 days and surrender your out-of-state driver license. Normally, you cannot have a NYS...
