Yes, excellent.
Doing that is 100% consistent with doing what a good law-abiding resident should do. And a visitor does not do. Moreover, it generates paperwork, which is what the NHS so loves to...

NHS medical tourism accounts for a tiny percentage of the NHS budget. 0.01% by some reports.

That's not to say that the problem should be ignored, if only because it does have the long term...

It is an NHS philosophy that it is substantially free at the point of service and is not means tested.
