you can take your medicals in toronto (or wherever you want). It just has to be an official DMP. I believe it is cheaper to do it in canada anyway

you are over thinking it. Lots of people are in canada whilst PR is being processed.

Just make sure that they have an address to send you any correspondance/ requests for more information etc. ...

According to the FAQs on the IEC website

"I have applied for permanent residence status and I’m waiting for my file to be processed. Can I go to Canada in the meantime under the IEC initiative?
