Which isn't go to be any incremental help as a British passport holder will (after Brexit, as now) be able to visit (not live in) Schengen countries without a visa anyway.

2. Yes - so long as they register locally as a resident in whatever country they relocate to. Just showing up and renting a house is unlikely to be sufficient.
