Maybe they can get something issued before visiting like the card Brits get when visiting the rest of Europe so they can get care as needed.

I'd have to agree with that.
I have worked in the NHS and Saturday afternoon in the ER can have a lot of sports injuries especially if it's a nice sunny afternoon.
