Since you are a pre Sept 1 2007 applicant, you can avail any one of the bonus points option e.g. capital investment, fluency in community language, etc.
You need to raise the issue with your case...

Today's rate (24th mar) is 2.35% (from SAFA website).
There are no hidden charges. You have to mail them a a bank draft (AUD 100K).
The bank in your home country (UK) will charge you for issuing...

The SAFA website updates the interest rate on a daily basis. I have been observing that the interest rate is hovering between 2.15 to 2.45.

I phoned SAFA and they said part A is not going to be signed by the case officer. A copy of the case officer letter will suffice. Make sure you send the letter to SAFA alongwith your other documents.

The PR is valid for five years. You need to reside in Australia for a cumulative period of 24 months while you hold that visa. It can be either continous or non continous.
