I've never had to get police checks from mexico or angola, however I have heard that if you try your best to get the checks done and it proves very hard the immigration people can be understanding...

Yeah Budda is right. The only way you'll be eligible for another student visa is if you graduated in 2007, if it was 2006 then you're out of luck.
