Yes that seems to be the case that the instructions are generic. I guess there are cases where a passport or PR card is not available so they need different sources of photo ID.

Well yeah, passport and PR card will be in the application already since they are listed as required documents.

It looked to me as though they required two additional pieces of ID.

For the landing process we needed to bring our passports and some printed documents that CIC sent us.

We did have to send a letter from my employer to CIC with the passports when the application...

I don't see any explicit funds requirements for the BC PNP on their website.
