My guess is as good as yours, perhaps CIC is waiting for your Background/ Sec. checks, they shall not send you the passport request unless the checks are over.
CAIPS notes might help you to...

I just couriered my passport to CIC-Berlin today --- Hopefully it ll be received by Monday--- cant really wait to see the shinning visa on my passport--- :) .

Your " magical forecasting algorithm" worked exactly for me, atleast from the Medicals to PPR, you are also very close to say "Got it" too-- :) .

I paid only the processing fee with my PR application in Jan 2004. I paid the ROPR (Right of Permanent Residence) fee on June 16, 2005-- just after receiving my Medicals request from CIC-Berlin.
