The K1 should be the faster route (6-9 months). The k-3 takes about (9-14 months).

The reasoning that the K1 is faster is because the INS is actually only granting a tourist visa for your spouse...

Drug offense is a crime of moral turpitude and you did receive a conviction which I assumed is equivalent to a felony.
The US has a zero tolerance policy on drug use which I think is way to harsh....
