Actually, as I found out a while back to my surprise, the UK (being the UK) doesn't allow you to get married on a visitor visa. You probably technically could, but might well be opening yourself up...

Perhaps try flying via the US on a US carrier if you're keen to avoid having to activate at the first stop? United and Delta both seem to fly into Winnipeg.
