I lived in Sofia for years and Veliko Turnovo was my second favourite city in Bulgaria. I would imagine it is a great place to raise children as city is very calm and full of legal staff a teenager...

I would suggest you ask someone to go there in person. I know this is not a great solution, but especially in cases where you will need them to follow up with you this is your best option.
