Makes it very difficult to buy a house without a pool and take the chance that we may get the permission.

Is your pool an 'above ground' one - hence the water deposit?

Thanks for your reply Rob - does this mean that if you do declare the rental income and pay tax on it then they see that you haven't got the relevant licenses - ie a bit of a Catch 22 situation?
