On all the government websites there is no distinction under the terms of "temporarily outside of the United States". If you could point me to where you got your information that'd be great.

I will not be returning to the US for 4 months.

I ask the question because the form asks for a physical address. So it's not as straight forward as you're making it seem

By choosing an agent I am referring to the NVC requirement for my U.K. Husband to choose whom the NVC corresponds with, we chose myself as the agent.
