Just a small correction: second ground that you mention is actually in Title 8
of U.S.C, so reference should be written as follows: 8 U.S.C. 1447(b).

Did you have to re-take your fingerprints (I heard that they usually expire

Same issue with otchestvo in my case too, but inteviewing
officer did not suggest in my case that delay in name check
processing is due to that fact. In fact he did not tell me any
specific...
