According to the table on Gary's website LabuanTax.com (http://www.labuantax.com/#mm2h), your work permit by virtue of a Labuan company is valid throughout the company's life.

The Labuan Financial Center was established only in 1995 and has probably grown since then. At least there is a Financial District today.
